The State Post Bureau has recently issued a notice jointly with the Ministry of Public Security and the Ministry of National Security, requesting that the safety of items sent and delivered during the Nanjing Youth Olympic Games be effectively maintained, and the inspection system for receipt and delivery shall be strictly implemented.
The "Notice" requires postal companies and express delivery companies to strictly implement the regulations on prohibiting and restricting the delivery of goods, and strictly implement the acceptance inspection system. For mails and express mails other than letters submitted by users, the sending company must inspect the contents in person, confirm the safety and affix the acceptance inspection stamp before receiving and sending; for the items that are prohibited by the state and cannot be confirmed as safe (Such as unknown electromechanical devices, powders, closed devices with unknown gases or liquids, etc.) or the user refuses to inspect, the delivery company will not accept them.
The "Notice" requires that during the Nanjing Youth Olympic Games, delivery companies should require users to show valid IDs for mail and express mail sent to Nanjing, and carefully register the information of the delivered items, recipients and senders. Those who fail to show a valid ID shall be inspected and sent only after the safety is confirmed.
According to relevant regulations, during the Nanjing Youth Olympic Games, without the special permission of the Nanjing Youth Olympic Games Organizing Committee, delivery companies are not allowed to enter the athletes’ village, headquarters hotels, competition venues, media centers and other Olympic-related venues for delivery services. For the mail and express mail sent to Olympic venues, the delivery enterprise shall submit it to the locations designated by the postal administration, public security, national security and other departments to sign for and distribute.
The "Notice" requires postal administrations at all levels to strengthen the supervision of the delivery market, and investigate and deal with violations of the "Postal Law" such as unlicensed operations, out-of-scope operations, and non-implementation of the acceptance inspection system; public security and national security at all levels Authorities must severely crack down on using delivery channels to engage in illegal and criminal acts that endanger national security, public security, and social and political stability.
